Intelligent Pinyin not recognized as a Chinese input source

Bug Description

Intelligent Pinyin (the ibus-libpinyin package) is the default input source for Simplified Chinese. When the zh_CN.UTF-8 locale is present, Intelligent Pinyin is supposed to be shown in the Chinese input source sub menu in Region & Language. However, that's not the case with the latest g-c-c version, but it's shown under "Other" instead.

The expected behavior returns if I downgrade to g-c-c 1:3.28.2-0ubuntu0.18.04.2 (the current bionic version).

I tried running it from the g-c-c gnome-3-28 and gnome-3-30 branches, and it is in "Other" in both of those, so I'm guessing it might be related to some of the Ubuntu patches?

@Robert: Had the zh_CN.UTF-8 locale been generated when you tried? I found that when that locale is present, it's in "Chinese" in 3.28 (as expected) but in "Other" in 3.30.

Tried again with g-c-c 1:3.30.1-1ubuntu2, and now the Intelligent Pinyin item is shown in the Chinese sub menu as expected. Closing.

Still no default Chinese input method was selected when booted into the Chinese locale. Very inconvenient and unexpected. Should follow the 16.04 approach in which libpinyin is selected as the default Chinese input method. The user can subsequently change to his or her preferred method.

Right, but that's the original bug (bug #1786344) which is still open.
