Languages always shown with English names

Bug Description

Selecting a language from Settings always shows the names in English (e.g. German) instead of the name in the native language (e.g. Deutsch).

[Test Case]
1. Open Settings
2. Go to "Region & Language" panel
3. Click on "Language"

Expected result:
A list of languages is available, using the native language for each item, e.g. "English, Deutsch, ..."

Observed result:
A list of languages is available, using the English translations for each item, e.g. "English, German, ..."

Or maybe not... The language names are shown using the effective session language, which has been the case for a long time AFAIK. Not sure that using the native language would be an improvement.

@Robert: Probably this is not fixed at all.

But do we want language names be displayed using the native language? Does upstream do so?

This appears to be due to libc using the LANGUAGE environment variable over the value set in setlocale ().

The design [1] is that they should show in the native language. That is what I've seen on other systems too (e.g. Android). It makes sense to me - if I only speak Mandarin then there's no reason why I would recognise the english word for that.
