All radios always activates after disabling airplane mode

Bug Description

Airplane mode should restore the previous status of devices before activated. In my case it should reactivate Wifi, but keep Bluetooth disabled.
Today it activates both, even if I had it manually disabled before.

How to reproduce:
1. Turn off Bluetooth
2. Verify Wifi is enabled
3. Enable Airplane mode
4. Disable Airplane mode
5. Now both Bluetooth and Wifi is enabled...
