After upgrading from Ubuntu 17.10 to 18.04 the screen backlight is unstable (oscillating), when not set to the minimum or maximum values.

I know it's annoying. Not all laptops support auto-brightness but if yours does then you will find it's an option in Settings > Power (?) you can just turn off. Try that.
