Bug Description

[Impact]
The sound panel doesn't deregister a gsettings handle correctly, that may cause crashes:
https://errors.ubuntu.com/problem/f7f4e5f488353a7c6ea085de8a987eecf3c1870e

[Test Case]
1. Open gnome-control-center
2. Select sound settings
3. Select another panel
4. Using dconf-editor toggle com.ubuntu.sound allow-amplified-volume

Expected result:
Nothing happens

Observed result:
Errors shown on command line each time value is toggled OR gnome-control-center crashes.

[Regresion Potential]
Low, we are now cleaning up a reference that was missed.

This is a crash in our 70_allow_sound_above_100.patch patch - the gsettings schema is never unreferenced.

Hello errors.ubuntu.com, or anyone else affected,

Accepted gnome-control-center into bionic-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/gnome-control-center/1:3.28.2-0ubuntu0.18.04.2 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed.Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested and change the tag from verification-needed-bionic to verification-done-bionic. If it does not fix the bug for you, please add a comment stating that, and change the tag to verification-failed-bionic. In either case, without details of your testing we will not be able to proceed.

Further information regarding the verification process can be found at https://wiki.ubuntu.com/QATeam/PerformingSRUVerification . Thank you in advance!

The fix makes sense, there is no visible regression and no report from 1:3.28.2-0ubuntu0.18.04.2 on e.u.c, marking as verified
