Cannot set per display scaling from `Displays` applet

Bug Description

(First of all, this is my first ever bug report :tada: so some information may be missing)

Ubuntu Budgie 17.10
gnome-control-center - 1:3.26.2-0ubuntu0.2

Using the `Displays` applet, I am trying to set my primary display to have 200% scaling.
However, this causes all displays to use that setting.
I can change other settings for my external display (and the `Apply` button appears) but when I change the scaling setting to 100%, I am unable to save!

I submitted a report initially to https://github.com/UbuntuBudgie/budgie-desktop-environment/issues/91, but they have directed me here. Apologies if this is in the wrong place - please move around if need be.

Thanks, the upstream report is the right thing to do, unsure why you got asked to filed downstream as well but it's fine, we can watch what they do from it

Oh, you reported to github not on GNOME's gitlab which would be the upstream location, sorry about the confused comment.
