Bug Description
'Add Custom Shortcut' dialog (Settings -> Keyboard -> '+' at the end of list) never sets focus to 'Set Shortcut...' and 'Add' buttons if used from keyboard.
Current field order is: 'Name' -> 'Command' -> 'Cancel' button.
Tab key switches focus only between these 3 fields. Arrow keys switch focus only between input fields.
Expected field order: 'Name' -> 'Command' -> 'Set Shortcut...' -> 'Add' button (if enabled) -> 'Cancel' button.
