Its odd that installing/reinstalling portions of Ubuntu seem to fix the issue. It looks like the Bionic beta only relased IOSs for Kubuntu, Budgie, Kylin, MATE, and Xubuntu. I wonder if their GNOME flavor is still in development and was updated to a broken version when you installed. Force-installing the ubuntu-gnome-desktop and gnome-control-center packages may have brought down a fixed version? Without an official GNOME ISO for me to test, it'll be hard for me to replicate your issue to see if its still present.
