ubuntu-bug -w cannot select terminal or control center window

Bug Description
If I run ubuntu-bug -w and close the dialog, my cursor changes to a cross hair if I hover over, for example, a Firefox window, but it does not when I hover over a Terminal window or the Gnome Control Center window. Clicking on those windows does not activate the bug reporting, but clicking on the Firefox window does.
