Unable to install language packs

Bug Description

I have found that on my Ubuntu GNOME 17.04 installation with GNOME 3.24.1 that if I open the "Region & Language" section of the gnome-control-center that even though in Terminal it is indicated that there are Enlish (UK) packages to install, it doesn't do anything in the GUI. And if I attempt to install a new language the whole window just really quickly flashes once but nothing else happens. Here is the output from Terminal:

I know other people who are experiencing this issue and the only way for them to install new languages is to install the gnome-language-selector from Unity.

Thank you for taking the time to report this bug and help make Ubuntu better.

You've reported this once before as bug 1655464. It still isn't fixed but hopefully it will be before 17.10 is released.
