Unable to install language packs through gnome-control-center on 16.10

Bug Description

I have noticed that on a fresh install of Ubuntu GNOME 16.10 with GNOME 3.22 that if I go into the gnome-control-center's Language & Region section that although this is the Terminal output:

    (gnome-control-center:23709): common-cc-panel-WARNING **: Language ja_JP not installed, trying to install it

Although after waiting at least 10 minutes, I found that nothing actually happened after selecting a new language to install and thus I am unable to install and set new languages. It also is detecting that I do not have all of the English GB language packs installed, and normally a window would popup to ask me if I want to install them, but currently I get absolutely nothing.
