There should be an option to select the screen rate.

No, an option for that could not "always be" just because of this bug report:

It was created in 2011, and people are still experiencing issues now (last meaasge: 2016-07-16 14:24:06 UTC).
I attach a screenshot of the display settings window.
I have changed the resolution using this settings once, and since that GNOME sets the screen rate to maximum, which causes alignment problems on my monitor (multiple people experience the same issue on GNOME Bugzilla). So, I have to add an xrandr command to autostart.
As this question suggests, there is no better way since 2012! http://askubuntu.com/questions/147580/how-to-see-change-screen-refresh-rate-or-monitor-frequency
So please, don't redirect the issue.
