Reproduced on different computers. One that was upgraded from 14.04, and the other with a clean 16.04 installation.

Thank you for taking the time to report this bug and helping to make Ubuntu better. It seems that your bug report is not filed about a specific source package though, rather it is just filed against Ubuntu in general. It is important that bug reports be filed about source packages so that people interested in the package can find the bugs about it. You can find some hints about determining what package your bug might be about at https://wiki.ubuntu.com/Bugs/FindRightPackage. You might also ask for help in the #ubuntu-bugs irc channel on Freenode.

To change the source package that this bug is filed about visit https://bugs.launchpad.net/ubuntu/+bug/1582890/+editstatus and add the package name in the text box next to the word Package.

Here it doesn't crash, but rather the window gets disabled, shows a waiting mouse pointer and stays that way indefinitely. I can close the window and it'll be as if nothing happened.
(16.04 installed from scratch before archives froze)

Can you please open a terminal window, start Language Support from there (with the gnome-language-selector command), switch to "Regional Formats" and try to change the setting. Then, if it does not work, please copy the resulting output from the terminal window and paste it as a comment here. That might give us a hint of what's going on.
