failed visual/desktop effects still change workspace layout

Bug Description

Trying to enable "Visual/Desktop Effects" on black-listed GPUs, thus failing to start compiz, still causes the workspace-to-viewport mapping (from metacity to compiz) to change workspace-settings.

The attempt to migrate the metacity/wnck-applet settings for workspaces and pager-rows to compiz viewports should not be undertaken in this case.

  * Modified appearance.glade (via 95 patch) to make radio-button, image
and label clickable for each effect-level in the "Visual Effects"
tab. Needed to comply with the rest of GNOME. In addition this
modification also fixes (LP: #145020) and (LP: #145059) (LP: #147656)
