no explanation of "desktop effects" settings

Bug Description

The "desktop effects" tab of the appearance perferences dialog does not have any explanation of what the three settings mean, and how "normal effects" and "extra effects" are different.

I honestly think this is self explanatory. Normal effects - a modest set of effects. Extra effects - more effects than normal effects.
