Custom Shortcuts advice is vague and misleading

Bug Description
To create a keyboard shortcut, you launch All Settings > Keyboard > Shortcuts > Custom Shortcuts. The list of shortcuts is shown in a table with no headers. Each row contains the "action" and the "hotkey" which together make up a shortcut.
The instruction displayed in the status bar say this:
"To edit a shortcut, click the row and hold down the new keys..."
This seems to work correctly for the pre-defined shortcuts. But on Custom Shortcuts it does not. You must click on the "hotkey" text to edit the shortcut hotkey. Clicking anywhere else on the row only allows you to rename the shortcut or change the command.
