Network proxy tab renaming

Bug Description

As the Advanced tab in network proxy only shows only proxy-ignoring hosts, why
not rename the tab to "Ignore host list" or something similar

what's wrong with "avanced configuration" ? This tab may be improved to get new
features in a new version and upstream are in string freeze, so if we change the
label upstreams will not and it'll not be translated correctly for hoary. I
think that the current one should be kept.

I thought the general trend is away from Advanced configuration tabs. And if
they do add more options, it should really be a new tab, as the current block
list fills up the entire window. Therefor, in my works this patch would have
several advantages:
1. Easy to do
2. Doesn't really change anything
3. Allows for future growth/etc.
4. Easier for the user to understand and thus easier to support.

In addition, I come from the helpdesk/tech assistance side of things, and
telling people to click on the tab labelled what I want them to do (add an
ignored host) is a lot easier to do than telling them about an advanced tab.

right, I'll try to figure with rosetta guys how translation are going for hoary
but you should have filed such bug some days before the string freeze, now we
are stuck upstream.
