Can't set focus policy from click-to-focus to follow-mouse

Bug Description

After upgrading from an earlier release of Ubuntu, the window-behavior configuration is gone and it is not possible to set the window-focus policy to follow the mouse automatically (that is, not click-to-focus).

Can the omitted configurator be put back?
