Gnome Sound Settings crashes with USB sound card

Bug Description
Upon clicking Sound within System Settings a crash occurs if the USB sound device is connected. If the USB sound device is removed the sound settings window can be opened. Sometimes the Sound Settings dialog CAN be opened but will crash when a USB output device is selected. Volume control works at times, doesn't at other times.
This bug has been reported (and confirmed) several times before (#1067700 , #1096424) but was ignored every time because no crash report was submitted. However, submitting the crash report FAILS on every computer I have tried (32bit, 64 bit - see below).
To create your own crash file: Take any Ubuntu 12.10 installation. Plug in any USB sound card. Try to change its settings.
Please do not close this report as well. Ignoring it will not solve the problem.
