Ctrl+Alt+1 doesn't work as a keyboard shortcut

Bug Description
Hi,
I tried using Ctrl+Alt+1 as a shortcut, but after entering press the keys it rendered as 'Ctrl+Alt L'. I tried using Ctrl+Alt+1 to activate the shortcut, but nothing happend. Also I found that if you press the Alt key before the Ctrl key when entering the shortcut, then it will render as 'Alt+Control L'.
This doesn't happen if I use the numpad to enter the one. Also, I can make shortcuts using 0,2-9 with out any problems.
Edit: I have the caps lock key mapped to the ctrl key. This only happens when I use the caps lock key for ctrl. I can create the correct key sequence if I use the real ctrl key, but I still can't activate that shortcut if I use caps lock as ctrl.
