Apply System Wide Settings Button not shown on Network Proxy

Bug Description

The 'Apply System Wide Settings' button has stopped showing up on the 'Network Proxy' tab of Network panel in Gnome Control Center, thus not allowing to set the proxy settings system wide. In absence of this button, the Network Proxy applied is not getting applied to the 'Shell' based programs such as 'apt-get' etc.

Earlier, after changing the proxy settings and clicking on 'Apply System Wide' button and entering 'sudo' passwords, the setting use to get applied for shell based programs as well. Currently that is not the case.

Please note I tested it with user having 'sudo' rights.

Same here, after upgrade to 13.04.
Cannot apply proxy settings globaly.
It can introduce a lot of problems. For example, software updater doesn't pick user proxy settings so it is unusable behind proxy.
