Bug Description

Steps to Reproduce:

1. Install the quantal iso, and choose the simple Chinese as the installation language and shanghai as the region. you'll get a Chinese desktop environment after the installation.
2. Open System Settings and then click the Details icon, then select the Legal Notice item. You will find the "searching the dash legal notice" is not localized into Chinese.

its affecting all languages, not only chinese. The legal notice is only available in english.

But there are still there, under system-settings or not? so that must be fixed too
