[background]: gnome-control-center crashes when changing theme to High/LowContrast

Bug Description
If you try to change the theme to HighContrast or LowContrast in System Settings>Appearance or System Settings>Universal Access, System Settings will crash.
The overlay scrollbars changed their schema from a boolean org.gnome.
com.canonical.
Two patches need updating:
