When adding a new user via the "user accounts" GUI of gnome-control-
In contrast, the option is supported via the CLI ("adduser --encrypt-home").
The GUI should support this option, too.
I consider this a security vulnerability mainly for the following reason:
During installation, the ubiquity installer offers the option to encrypt the first administrator's home folder. Having chosen this option, the administrator is likely to assume that new users will be created with the same level of security. (At least, I did. I double-checked just out of curiosity and was very surprised that the new user's home was unencrypted.)

Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not directly cause loss of data/privacy.
You can use 'adduser --encrypt-home' to add a user with an encrypted home directory. It would be a nice feature if the gnome-control- center could configure encrypted home directories, but that is a missing feature and not a vulnerability.
