(System settings > Keyboard > Layout setting > Language tab) switches to a random language (english when current language is french, chinese when current language is english)

When opening the layout setting window, (System settings > Keyboard > Layout setting),

the language is switched to English when the current language is French,
                                              to Chinese when current language is English.

This happens even if one does not open the "Language" tab as soon as the Layout setting window is opened. This behavior is systematic.

Really? Some changes have been made, but I didn't think they were uploaded yet.
