Right to left text displays in left-to-right mode in Add Printer Dialog

Bug Description
When I tried to add a new network printer using Hebrew UI, I got a funny message but it was difficult to understand because the text direction appears to be set wrongly (i.e. displayed in Left to Right mode).
To reproduce (using Gnome Classic):
Open Applications Menu (יישומים)
Expand System Tools (כלי מערכת)
Click on System Settings (הגדרות מערכת)
Click on Printers (מדפסות)
Click on the Add button (+)
Click on Network (רשת)
The message appears.
