user-accounts panel does not give the option to encrypt a new user's home directory

Bug Description

The gnome-control-center user-accounts panel does not give the user the option to encrypt a new user's home directory.

This omission is clearly a bug, because the user is given the option of encrypting their own home directory when installing the operating system, and therefore would certainly expect this functionality to be available for creating new accounts via the GUI.
