No freedom of movement in g-c-c displays applet

Bug Description

I have 3 displays - one internal to the laptop and two external connected via VGA and DisplayPort. I can't move the displays around in the gnome-control-center -> displays applet to represent the way my displays are laid out on my desk. It's not a complex arrangement, they're just in a line, but I can't drag the laptop to where I want it.

To work around this I had to use xrandr on the command line.

alan@deep-thought:~$ xrandr --output LVDS1 --auto --left-of HDMI2

This allowed me to move the laptop display around.

Still exists in Ubuntu 16.04 running with 3 monitors.
