Cannot maps caps lock to ctrl

Bug Description
I have mapped my caps-lock to ctrl, from the keyboard options settings. The keyboard layout shows caps-lock as ctrl, but when I press caps-lock, it actually does caps-lock.
1) Start Keyboard Layout
2) Open options
3) Open Ctrl key position
4) Select "Caps Lock as Ctrl"
