Bug Description
gnome-control-
1. Open System Settings > Online Accounts.
2. Select "Add account..." if it is not selected already.
3. Choose an account type.
What you see: A ridiculously large spinner spanning the whole of the window height.
What you should see: A spinner of 4 em or so diameter, as in Ubuntu Software Center when it launches.

Actually, there is a further spinner typically, in the space that is rendered by the online account, e.g. facebook. I don't believe we need two spinners at all.
