I couldn't recreate this issue, gnome-books installed without problems on my Ubuntu 20.04 system. Could you please run `sudo apt update` to see if syncing updates fixes it?
If you still get the same error message, could see if you get a different error message when attempting to install gir1.2-tracker-2.0 directly. Sometimes these issues are due to conflicts with other packages among the dependencies, for instance package A cannot be installed without first removing package B, or package A requires a specific version of package C.
