can't turn on bluetooth

Bug Description

In the menu's, bluetooth won't turn on. Occasionally if it appears to be on in the applet, it doesn't appear to be on in the settings dialog.

This has been broken since at least 11.04, but worked for 10.04.

For me, this problem was caused by bluetoothd not being executable, so was not running.

I fixed this by running:

    $ sudo chmod +x /usr/sbin/bluetoothd
    $ sudo start bluetoothd
