USB BT device is not mounted at system startup

Bug Description

I have a BT device (a simple antenna transmitter&receiver) which is always connected to a USB port.
When the system is started, I cannot enable or disable the device through the BT widget in the system tray.
To solve this, I have to detach and reattach the device.
