Layout switcher does not switch by shortcut

Bug Description

Binary package hint: gnome-applets

HISTORY:
I set Keyboard Preferences to 3 keyboard layouts: USA, Rus (Russia), Jpn (Japan).
Shortcut for layout switching is set to Alt+Space.
When I press shortcut it cycles through the layouts normally, no matter which Alt is pressed Left Alt or Right Alt.
Current keyboard layout is changed every time I press a shortcut.

ACTION:
I add Lat (Latvia) to keyboard layout list.

ACTUAL:
When current language set to USA, pressing shortcut, it switches to Rus as expected.
When current language is not USA, pressing shortcut, does not affects current language.

EXPECTED:
When current language set to USA, pressing shortcut, it switches to Rus.
When current language is not USA, pressing shortcut, it switches to next keyboard layout.

DETAILS:
I can switch current language with a mouse.
Both shortcuts (LAlt+Space/RAlt+Space) don't work normally when Latvian keyboard layout is available.
Deleting Jpn (Japan) keyboard layout does not affect the bug.
Deleting Lat (Latvian) layout fix shortcut behaviour.

Similar behaviour found:

To previously mentioned list - USA, Rus, Jpn I add Finnish (Fin).

Switching by keyboard shortcut is not working.

I'm adding Right Windows button to layout switching methods. It works to switch - USA -> Rus -> Jpn -> Fin and than not working again.

Left Ctrl + Left Shift working OK.

Thanks for the report, it has been some time without any response or feedback in this bug report and we are wondering if this is still an issue for you with the latest release of Ubuntu the Natty Narwhal, May you please test with that version and comment back if you're still having or not the issue? Please have a look at http://www.ubuntu.com/download to know how to install that version. Thanks in advance and sorry for the late response.

This is still actual issue for latest release of Ubuntu, Natty Narwhal.
I've tried to make both old installation update and fresh install, both environments have similar behavior.

It is expired, but still is not fixed. New Use case to show bug found.
