don't open another trash window if one is already open

Binary package hint: trashapplet

Clicking on Trash when a trash window is already open should bring that to the front instead of opening another.

I don't think this bug is a duplicate of Bug #36151

Bug #36151 asks for a second click on Trash to close the window.

Here I say that a second click should either do nothing or bring the trash window to focus.

Sebastian says on that bug:
"It acts the same way as any directory put on the panel by drag and drop. Your behaviour would mean programming a trash application rather than opening the nautilus view on the folder."

In which case, the bug is perhaps that clicking on ANY folder on the panel shouldn't open a second folder view, but bring it to focus.

we don't need 2 different bugs about what the trash should do when clicked again, feel free to comment on the other bug to say that you would prefer a different behaviour, you can consider it as a "what to do when clicking on the icon" bug
