[patch] battstat applet doesn't refresh properly

Bug Description

One of the Ubuntu vendor patches to the battery status applet is broken. When
the level is drawn onto the battery icon, the previous level isn't removed. The
result is that you the new state simply overlapping the old state.

In the event that the battery level is decreasing (which it typically is when on
battery power) the result is that it doesn't look like the level is changing at all.

I've included an updated version of the vendor patch. I've done a full battery
cycle on my laptop to test the patch and everything seems ok.
