Binary package hint: gnome-panel

In CPU Frequency Scaling Monitor applet:
When opening the preferences dialog I'm common to activate the frequency selctor, e.g. to save battery capacity by switching down to 800MHz when using my laptop's battery.
But by default the menu point is missing.

This bug is present in Ubuntu 7.10 (Gutsy) too. CPU Frequency Scaling works by using cpufreq-selector command. System starts in a "dynamic" mode - CPU frequency is 50% unless needed more, but nowhere this information is shown. I think this is a bug too - user should know in what mode CPU works.

It is new installation of Ubuntu 7.10 i386 on Dell Inspiron 6400 with Intel Core 2 Duo.

If I understand the situation correctly, there are actually two bugs here:

1. CPU frequency selection requires root or suid privileges (this is bug #23768)

2. The documentation fails to mention that the menu will not be available in this situation.

Should there be an independent bug report for the second issue, or could the current bug be split away from #23768, which it is currently marked as a duplicate of?
