Bug Description
When I try to install an application which is not installable, (Due to the state
of the repository), the error message: "This program is not currently
installable. It should be available in the "universe" section of the repository.
Enable that section in the Repositories dialog in the Settings menu to install
it." and the dialog which asks if I want to enable this repository, is not
applicable.
The reason the app is not installable is this:

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.

Thanks for this bugreport.
I can confirm the problem here. It was caused by a broken eclipse menu data file
in the gnome-app-install repository. This will be fixed with the next upload.
