Cannot load default fontconfig config file for SVG file with text

Bug Description

When I try to load any SVG with a text element, e.g.:

```
<svg xmlns="http://www.w3.org/2000/svg" width="1" height="1">
<text>a</text>
</svg>
```

I get the following error message from Loupe:

```
Remote error: org.freedesktop.zbus.Error: no description

stderr:
Fontconfig error: Cannot load default config file: No such file: (null)
```

I tried reporting this bug upstream, but upstream claims it is a packaging issue. Here is the link to the issue upstream: https://gitlab.gnome.org/sophie-h/glycin/-/issues/90
