Steps to reproduce:
1. Install Ubuntu 16.04 LTS
2. Enable deb-src repositories
3. Try to install build-dependencies for `python-glpk` with
sudo apt-get build-dep python-glpk
Expected results:
* build dependencies are got successfully
Actual results:
* build dependencies are not got, have error:

I can confirm I get the same error message when attempting to install build dependencies for this package on 16.04. This effectively makes it unable to build, so I've added the tag.
