FTBFS in bionic, test suite failures
no idea if glom is dead or not. maybe upgrade to 1.31 series?

My understanding is that glom follows GNOME-style version numbering so we do not want an odd-numbered series. glom isn't really dead but it's not the Ubuntu Desktop's team responsibility now either.
The problem was that debian/rules still referenced postgresql-9.6. I have uploaded an update to fix that.
