Various applications crashes with 'terminate called after throwing an instance of 'std::length_error' what(): basic_string::assign'

Bug Description

I experienced this error with empathy, poedit, openerp-client

terminate called after throwing an instance of 'std::length_error'
what(): basic_string::assign

Regarding to strace, all those application tries to use open /usr/lib/gconv/ISO8859-2.so
("/usr/lib/gconv/ISO8859-2.so", O_RDONLY) = 18
If I remove this file, I can not reproduce the error.
