this looks rather like an upgrade with RELEASE_UPGRADE_MODE != desktop, or the debconf priority changed manually on the system. looks like a dist-upgrade done without update-manager.

no good solution for this, there is no easy way to detect if the upgrade was aborted by hand manually or if its a real error. the user will end up with a system that has jaunty in the sources.list and no packages update, it will require manual intervention.
