libc6 upgrade failed, now PC can't boot

Bug Description
Binary package hint: libc6
I started using the Beta of Hardy Heron on this machine on approximately 3/3. I normally pick up the new packages for that day around 7pm PST. When performing the update it came back with an error that libc6 couldn't be updated.Already running applications continued to run, but I couldn't launch new applications. I tried rebooting and the PC hangs now on reboot at starting syslog. I have also tried rebooting from a CD and mounting the drive as root and performing a manual "apt-get upgrade libc6" (upgrade or update ? ) but that also fails with the error. I will try and get the exact error tonight when I get home.
