New test failures with linux 5.8

Bug Description

With 2.32 upstream release the following tests started failing on linux 5.8 (5.8.0.18.22), but they are detected as unsupported during the build ran with 4.15.0-115-generic:

All architectures:
FAIL: locale/tst-localedef-path-norm
FAIL: localedata/tst-localedef-hardlinks
FAIL: nptl/tst-pthread-getattr
FAIL: string/tst-strerror
FAIL: string/tst-strsignal

ppc64el:
FAIL: misc/test-syslog-chk-ibm128
FAIL: misc/test-syslog-chk-ieee128
FAIL: misc/test-syslog-ibm128
FAIL: misc/test-syslog-ieee128

The tests are consistently passing now on 5.8 kernels.
