Ubuntu uses the localedata provided by glibc, so can you please submit a bug there:
https:/ /sourceware. org/bugzilla/ buglist. cgi?component= localedata& product= glibc
Then provide the URL to the upstream bug report in a comment here.
Once approved upstream, the new locale will soon be reflected in Ubuntu. I leave this bug report open for now to keep track of the request.
