I get the same in a fresh install

trying to overwrite '/usr/sbin/validlocale', which also in package libc-bin 2.21-0ubuntu4

The version of locales that you are trying to install is not from an official Ubuntu archive.

Unpacking locales (2.19-18) over (2.13+git20120306-12.1)

 $ rmadison locales
 locales | 2.13+git20120306-3 | precise | all
 locales | 2.13+git20120306-12 | trusty | all
 locales | 2.13+git20120306-12.1 | trusty-updates | all

Do you happen to know where it is coming from? If not providing an apt-clone file , 'apt-clone clone my-apt-clone.tar.gz', to the bug report might help us sort out where the package is coming from. Regardless, its something you'd need to take up with the provider of that package.
