Changed timezone not reflected in top-right clock

Bug Description

I changed my timezone in the time-and-date settings to Europe/Madrid, and the
time and date on this page is correct. However, the clock in my top panel is
still displaying Australia/Melbourne time.

libc issue according to http://bugzilla.gnome.org/show_bug.cgi?id=19197, should
be fixed with 2.3.4
