gsettings requires 'kick' to update

Bug Description

issuing the commands

gsettings set org.gnome.desktop.background picture-uri 'file://fileuri.jpg'
gsettings set org.gnome.desktop.background picture-options 'zoom'

as an example, under 12.04, changed the backround picture instantly.
now in 12.10, the picture remains until you open the appearence settings app, then the changes are suddenly displayed.

this could be an intended modification, but it certainly is a bug and not a feature for this use case.

This problem has re-occurred in 14.10.

This time I am able to change settings via gsettings or dconf, only for them to be ignored.

I have just set the parameters by dconf in the cli, opened dconf gui editor and the settings displayed are different. I then read the parameters with the dconf cli, and they were correct.

The same happens if I use gsettings on the cli.
