Usability issues with desktop user accounts without login password

Bug Description
The background is that I would like to create a user account without a password for my daughter, she is only 5 and uses Ubuntu and Chrome to get at a BBC kids website with flash games etc. I also have my own account on the PC which has a password. I am using Ubuntu Lucid Lynx.
What I did was to open System > Administration > Users and Groups. I then clicked Add and created a user for her. I choose "Don't ask for password on login" and left the password blank with the radio button on 'Set password by hand'. I clicked OK and an account was created. Now this works, on login I can click her name and it logs me in. But the problem occurs when I switch user to my account via the "Power button" icon in the top-right corner. I switch to my user account and if I then switch back to my daughters account I get the "enter password" dialog. Since I did not enter a password when I set-up her account, I try to press enter but it is not accepted and I am unable to get into her account at all.
One weird thing is that sometimes it does not happen like this at all and when I switch user accounts, I do not get the "enter password" dialog, it just lets me into my daughters desktop.

I read through https:/ /help.ubuntu. com/community/ ReportingBugs and asked on FreeNode #ubuntu as I did not know what package to assign it to. I tried searching "User Settings" suchlike to find a package but in the end thought it best to report it this way.
As a suggestion, I think the paragraph with "To report a bug when you don't know the package name..." should be it's own heading and thus visible from the contents. I am sure it would help people like me who are new to Ubuntu bug reporting and want to help make it better.
